I. Review of 1998 Work 1998 was a year in which China’s deepening reforms achieved major achievements. Under the difficult circumstances of the Asian financial crisis, world economic turmoil, and catastrophic flooding in China, under the correct leadership of the Party Central Committee and the State Council, the people throughout the country carried forward. The great spirit of fighting against floods, united, and struggling hard, achieved economic growth of 7.8%, made a major contribution to the economic development of Asia and the world, and made breakthroughs in bulk cement work, mainly in the following areas. (1) The volume and rate of bulk shipments have reached a new level. In 1998, the second year of implementing Circular No. 8 of the State Council (1997), and on the basis of summing up the 1997 experience, we strengthened the city.
