1991年3月1日,黔西南布依族苗族自治州档案局以明传电报向各县(市)档案局发出《加强档案安全管理的通知》。《通知》说,2月下旬,先后有3人次找册亨县档案局陆天送同志联系,采取欺骗、威胁、金钱收买等手段。企图窃取中央绝密文件,均被陆严词拒绝。事后,陆报告了县委保密局、县公安局。中共册亨县委、县人民政府在接到县档案局的报告后,及时作出决定,由公安机关立案调查。针对上述情况,并联系该州安龙、兴仁、普安等县近来接连发生的类似案件,州档案局通知全州档案部门,采取坚决果断措施,严防坏人破坏,确保档案安全。并提出如下要求:
On March 1, 1991, the Archives Bureau of Buyi and Miao Autonomous Prefecture in the southwest of Guizhou Province sent a circular titled “Strengthening the Management of File Security” to the archives of counties (cities) by means of telegram of Ming dynasty. The “Circular” said that in late February, there have been 3 people to find hunan archives Bureau Lu land to send gay contact, to cheat, threats, money buying and other means. Attempting to steal documents from the central government were all rejected by Lu Yan. Afterwards, Lu reported to the county Secrecy Bureau, County Public Security Bureau. CPC Central Committee and County People’s Government received a report of the County Archives, make a timely decision by the public security organ to investigate. In response to the above, and in a similar case that occurred in successive counties like Anlong, Xingren and Pu’an in the state, the State Archives Bureau notified the state archives department to take firm and decisive measures to prevent bad people from sabotaging and ensure the safety of archives. And put forward the following requirements:
