Astechnologyadvances, services are becoming increasingly“tradable”. And trade in services has become the most dynamic segment of world trade over the past 20 years, providing significant opportunities for developing and least developed countries. Recognizing the important role of services trade in generating income, employment, and economic opportunities, China issuedSeveral Opinions of the State Council on Accelerating the Development of Trade in Services in 2015, setting strategic goals and major tasks in the development of this sector. Then in 2017, the Ministry of Commerce promulgatedthe 13th Five-Year Plan for the Development of Trade in Services, laying down requirements for improving the institutional system, policy framework, promotion system, and mode of development in the sector.
