由于经济发展的区域差异性,推行不平衡战略是许多国家和地区普遍实施、并已取得明显成效的区域发展战略。推行这个战略,选择好经济增长的核心区域,加快核心区域的经济发展是战略突破口；通过核心区域的极化和辐射作用拉动整个区域的经济发展,是这个战略的要旨。合肥——马芜铜地区就是这样的核心区域,推进我省的经济发展,应高度重视合肥——马芜铜地区州经济发展,培育合肥——马芜铜经济的拉动和辐射功能,开拓全省各地区共同发展的新局面。马鞍山、芜湖、铜陵是沿江城市,三市虽位居长江南岸,但都具有跨江发展的趋势,合肥市是我省的省会,由裕溪河——巢湖——南淝河与长江相连,是长江流域的近江城市。铜陵、芜湖长江大桥和合铜一级公路、合芜高速公路的先后建成,从根本上改善了合肥市与马芜铜地区的空间通达性,从经济地理的角度看,合肥——马芜铜地区其有成为一个经济板块的趋势；从经济发展的能力及其对全省经济发展的影响看,合肥——马芜铜地区已成为我省的核心经济区域。
