改革开放大潮夹带着市场经济的冲击、经济翻番、生活达小康及发达地区经济飞速增长的诱惑与贫困保守、落后形成激烈的碰撞。于是一些贫困山区在还没有弄清本地区经济条件、资源优势、发展模式的情况下,就开始跑项目,要资金、追银行。这就难免使企业发展走入误区。之一:确立项目的盲目性。好的项目才能产出好的效益,从而带动企业及地区经济的发展。贫困地区由于受人才、技术、市场预测能力的影响,加之经济增长时期盲目冲动及长官意识,确立项目往往缺乏科学的预见、实事求是的论证,只是为了为上速度、上项目而上项目,不注重效益和核算。之二:政府对企业过多的界入。正常的情况应该是,政府为地区经济发展创造一个有利的环境,通过政策引导和鼓励,使人们自发地上项
