我国建立起来的社会主义农村三级卫生保健网为占人口80%的广大农民的防病治病,计划生育等健康服务作出了卓越的贡献。近几年来,由于农村卫生院面临经济困难,人才外流,个体医竞争,出现了“生存尚难,何求发展”的局面。多数卫生院难以履行三级卫生网的枢纽作用。三级卫生网的底层——村级的卫生站也多少“散伙”。这对于农村的防病治病、保健任务的完成影响极大。 1989年9月,我局组织调查组,对6个县40多间乡镇卫生院进行了调查。在调查研究中,我们越来越认识到健全三级卫生保健网是当前我国卫生工作的重要内
The socialist rural three-tiered health care network established in China has made outstanding contributions to the prevention and treatment of diseases and family planning and other health services for the majority of farmers who account for 80% of the population. In recent years, due to the economic difficulties faced by the rural hospitals, the outflow of talents, and the competition among individual medical practitioners, there has been a situation of “survival is still difficult, and what should be the development”. It is difficult for most health centers to fulfill the pivotal role of the tertiary health network. At the bottom of the tertiary health network, the number of village-level health stations also “disassociated”. This has great impact on the prevention and treatment of diseases and the completion of health care tasks in rural areas. In September 1989, the Bureau organized an investigation team to investigate more than 40 township health centers in 6 counties. In the investigation and study, we have increasingly realized that a sound three-tier health care network is an important part of our current health work.
