一过去在艰苦的抗日战争和人民解放战争中,为了适应战争时期被分割的环境,在本省辖区内曾分别设立行政公署一级组织,领导各地区的人民政权工作。在当时是完全必要并曾起了应有的作用。现在,本省全境早获解放,全省的交通邮电事业已次第恢复和畅通,为了贯澈政务院颁布的省人民政府组织通则、编制方案及山东省各界人民代表会议第一次全体会议的决议,本府呈由华东军政委员会经中央人民政府政务院批准,决定撤销行政公署,合并专员区及调整若干市、县行政区划。二撤销胶东、渤海、鲁中南等三个地区的行政公署。各该机关均自本年六月一日起停止办公。行政公署撤销后,为便于领导,将十七个专员区合并为十一个专员区,各设专员公署,作为省府之派出机关。济南、青岛、徐州等三市仍旧,烟台市划归文登专员区,其它各市一律撤销,分别归并有关各县。同时并将各县的行政区划分别调整受本府领导及主管区专员的监督指导:
