Saclay was born in Calcutta, India, and his father is a British East Indian company officer. At the age of 4, his father died, leaving him with a large fortune and then becoming a wealthy businessman. At the age of 6, Saclay began studying at Chatham House in the UK, then studying at Trinity College in Cambridge and eventually traveling to mainland Europe. In 1833, the bankruptcy of all the savings banks owned by Sacray left the property left behind by his father.
