辽宁省宽甸县夹皮沟乡河圈电站实行分项招标建站,取得了提前一年工期,节约资金23.36万元的显著效果。乡政府在确定标底时,对14家投标单位,宣布了三项原则:①不能突破预算;②要坚决保证二期:③对投标承建单位进行认真、彻底的现有设备、已建工程质量的严格考察。然后,分别把拦河坝、输水洞、厂房承包给三个不同的施工单位。承包后,工地建立了指挥部,对三个承包单位进行统一指挥,对工程进度统筹安排,对工程质量实行统一检查,验收。同时,乡政府还与县物资供应总公司和施工承包单位签订了物资供应合同,避免了在物资供应上的扯皮现象,没因材料的供应而影响了施工进度。
