八十年代以来，随着农村改革的不断深入，特别是家庭联产承包责任制的推行和完善，调动了广大农民的生产积极性，社会生产力得到了进一步解放。与此同时，农村剩余劳动力的问题也逐点显现出来，乡镇企业的发展虽然为农村劳动力的就业开辟了新的途径，但仅此还不足以及纳农村剩?
