新一轮医改提出了要建立政府主导的多元卫生投入机制。在这一背景下,本文分析了现阶段政府卫生投入的特点,认为保障新医改方案的顺利实施,政府卫生投入政策应当坚持适度投入、转变结构、提高效率的改革取向。在此基础上,从推进政府机构改革、优化国有企业财政支持系统、调整事业单位财政资金供给范围、硬化预算约束四个方面探讨了政府卫生投入改革的财源保证。
A new round of medical reform proposed to establish a government-led mechanism for multi-dimensional health investment. Under this background, this paper analyzes the characteristics of government health investment at this stage, and believes that to ensure the smooth implementation of the new health care reform plan, the policy of government health investment should adhere to the reform orientation of moderate investment, transformation of structure and improvement of efficiency. On this basis, this paper probes into the financial guarantee for government investment in health reform from four aspects: promoting the reform of government agencies, optimizing the financial support system of state-owned enterprises, adjusting the supply of fiscal funds of institutions, and hardening the budget constraint.
