党的十七届四中全会明确提出了建设马克思主义学习型政党重大战略任务,并在《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》(以下简称《决定》)中着重指出:“在全党营造崇尚学习的浓厚氛围,积极向书本学习、向实践学习、向群众学习,优化知识结构,提高综合素质,增强创新能力,使各级党组织成为学习型党组织、各级领导班子成为学习型领导班子”。建设马克思主义学习型政党,是党深刻总结历史经验,科学分析当前形势,着眼于提高党的执政能力、保持和发展党的先进性提出的一项重大战略任务。
The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China clearly proposed the major strategic tasks of building a learning-oriented Marxist party. In the “Decision of the Central Committee of the Communist Party of China on Several Major Issues concerning Strengthening and Improving the Party’s Construction in the New Situation” (the “Decision”) Stressing that: “Throughout the Party, we should create a thick atmosphere of advocating learning, actively learn from books, learn from practice, learn from the masses, optimize the structure of knowledge, enhance the overall quality and enhance the ability to innovate, and make the party organizations at all levels a learning party organization Leading bodies at all levels to become learning leadership ”. Building a learning-type political party of Marxism is a major strategic task put forward by the party in summing up historical experience, scientifically analyzing the current situation, and focusing on improving the party’s ability to govern and maintaining and developing the party’s advanced nature.
