农村税费改革是现阶段减轻农民负担的治本之策,是涉及全省经济社会发展全局的一项重大改革,也是当前我省各级党委和政府的一个工作重点。省委、省政府决定召开这次电视电话会议,主要任务是以“三个代表”重要思想和党的十六大精神为指导,认真贯彻落实《国务院关于全面推进农村税费改革试点工作的意见》(国发[2003]12号)和温家宝总理、回良玉副总理在全国农村税费改革试点工作电视电话会议上的重要讲话精神,全面总结我省扩大农村税费改革试点工作取得的成绩,统一思想,提高认识,对进一步做好农村税费改革试点工作作出部署。下面,我根据省委、省政府研究的意见,讲三个问题:一、我省农村税费改革试点工作取得明显成效在2001年湄潭、铜仁和贵定三个县(市)试点工作的基础上,经过中央批准,去年,我省在全省范围推开了农村税费改革试点工作。一年多来,全省各级党委、政府认真按照党中央、国务院的要求和省委、省政府的部署,周密制定方案,精心组织实施,在广大干部群众的共同努力下,总体实现了中央提出的“减轻、规范、稳定”和“三个确保”的基本要
