一、为什么要对锅炉压力容器压力管道实行国家安全监察? 答:锅炉压力容器压力管道是生产和生活中广泛使用的、有爆炸危险的特种承压设备。对锅炉压力容器压力管道实行国家安全监察,确保安全运行,对于保障人民生命和财产安全,促进经济发展和社会稳定,具有重要意义。我国自1952年就开始对锅炉压力容器实行国家安全监察,1982年国务院颁布了《锅炉压力容器安全监察暂行条例》,使锅炉压力容器安全监察工作走上了法制化轨道。1996年劳动部又决定将压力管道纳入安全监察范围。国家安全监察制度要求,对锅炉压力容器压力管道的设计、制造、安装、使用、检验、修理、改造实行全方位、全过程安全监察。二、设计环节安全监察的具体要求是什么? 答:设计单位应对所设计的锅炉压力容器压力管道
