赵紫阳总理在五届人大四次会议的政府工作报告中指出:“当前,我国整个国民经济中的产业结构、产品结构、技术结构、企业结构、工业布局和经济布局都不很合理,我国的经济管理体制也存在着许多弊病,这些是提高经济效益的最大障碍。今后,我们考虑一切经济问题,必须把根本出发点放在提高经济效益上,使我国经济更好地持续发展。”邓小平同志更明确地提出:注意经济效益是各项工作的一条十分重要的方针。在我们山东如何贯彻这一方针,使我省国民经济结构的调整,更有利于提高经济效益,使生产能够更好地满足人民群众日益增长的物质文化生活的需要,这是一个十分重要的问题。本文拟就此问题做些初步探索。
