日前,环渤海经济圈内的省市负责人在河北廊坊聚首,共商环渤海地区合作机制,对这一地区未来的共同协作和发展出谋划策,其价值取向是通过加强统筹,在高层次上推进合作,以尽快营造继长江三角洲、珠江三角洲之后我国经济发展的又一个强势增长极——环渤海经济圈。虽然环渤海经济圈这样的提法由来已久,这个区域内的省市和周边地区近年来也都为之作出过积极的努力,但总是受到多种因素的牵扯,合作步伐并不如人意,与这个地区理应在全国经济发展中举足轻重的地位并不相称。问题的关键在于各方面能统一思想、消除障碍,在搭建区域经济合作对话与交流的平台上,形成区域间政府、企业优势互补,资源共享机制。而这其中又必须把握几个重要环节。
Recently, leaders from provinces and cities within the Bohai Economic Rim gathered in Langfang, Hebei Province to discuss the cooperation mechanism in the Bohai Rim and make suggestions for the future cooperation and development in the region. The value orientation of the project is to promote co-ordination and high-level development Cooperation so as to create as soon as possible a further strong growth pole in the economic development of our country following the Yangtze River Delta and the Pearl River Delta - the Bohai Economic Rim. Although such a reference to the Bohai Economic Rim has a long history, the provinces, cities and surrounding areas in the region have all made positive efforts in recent years. However, they are always subject to many factors and the pace of cooperation is not satisfactory. Not commensurate with what the region should play a decisive role in the country’s economic development. The crux of the problem lies in the fact that all parties can unify their thinking and remove obstacles. On the platform for establishing dialogues and exchanges in regional economic cooperation, the government and enterprises in the regions form complementary mechanisms of complementarity and resource sharing. And this one must grasp a few important links.
