Recently, Luo Qingquan, secretary of the Hubei provincial party committee and director of the Provincial People’s Congress, chaired a forum for non-Party personnel to solicit the democratic parties for the construction of Wuhan’s urban circle and the “two-oriented society” (a resource-saving and environment-friendly society) Provincial Federation of Industry and Commerce, non-party members, provincial government counselors, provincial Museum of History librarians comments and suggestions. Outsiders believe that the state approved the Wuhan city circle as a “two-oriented society” to build a comprehensive reform pilot area for the sound and rapid development of Wuhan urban agglomeration and promote the rise of central China
