当前,共青团改革势在必行,而且是迫在眉睫的事情,但无论形势如何迫切,作为改革创新的策动者首先应对改革有一个清晰的定位,有明确的目标预设,这是改革要解决的首要问题。对于共青团改革的定位依据大致有两个向度:一是共青团的基本属性;一是共青团的基本职能,或者说是共青团的存在价值。但这两个向度并不背离,而是相辅相成的,其目标指向是一致的,即为党凝聚青年,说到底,也就是青年群体的建构问题,这应该是共青团改革的基本定位。

However, the two dimensions do not deviate from each other but complement each other. The goal of the two groups is the same. That is to say, the party should unite young people. At the end of the day, that is, the construction of a group of young people. This should be the basic orientation of the reform of the Communist Youth League.
