由党和政府通过制定政策,自上而下地推动社会工作事业的发展,我国的做法在世界上是独特的。在此背景下,我国社会工作人才队伍建设呈现出“专业引导、政府主导、地方实践,多层次、多系统差异性推进”的特征。专业化是社会工作人才队伍建设的命运之所系,而“政府主导、地方实践”模式怎样在“多层次、多系统差异性推进”中保持和发展专业性,或者说,怎样以专业化视角来评价这种模式?
