在世界经济全球化、知识化、信息化臼益加快的今天,人力资本已经成为一个企业乃至一个国家首要的战略性资源,谁拥有高素质的人才,谁就拥有了核心竞争力。目前,石油行业面临的国际竞争更加激烈,而对于技术密集、资金密集和劳动密集型的石油企业来说,拥有一支相对稳定的高素质人才队伍是十分必要的。因此,应建立一套适应石油企业人力资源管理的新模式,真正做到重视人才、保护人才、留住人才、提高人才,为企业的持续、稳定、健康发展提供强有力的人才保障。
