作为发展中国家,目前我国的人才数量严重短缺,存在着两个5%现象:即人才资源占人力资源总量的5-7%左右,高层次人才仅占人才资源总量的5%左右。然而令人难以置信的是,恰恰是在这样一个高等教育存量偏低的国家,却存在着相当一部分高校毕业生待业的现象,以致于少数人开始怀疑教育投资在国民经济发展中的提升作用,怀疑大众化高等教育的可行性、必要性。鉴于以上思考,结合高校学生管理工作中的体会,本人试就学生待业现象的成因及对策略抒管见,以求指导斧正。一.学生待业现象的成因关于大学毕业生存在的待业现象,笔者认为存在着四个方面的因素:1、时代因素人类发展史告诉我们,不同时代对劳动者的素质要求是不同的。如果说在农业社会侧重于对劳动者的体能要求,在工业社会侧重于对劳动者的智能要求的话,那么在知识经济社会,随着科技的高速发展,网络经济应
