广州市在二十世纪二三十年代,无论是经济、文化还是市政建设,都取得了令人瞩目的成绩,但是,发展的机遇和挑战并存,由于受到当时世界经济危机的影响,广州的工商业遭到了重大的打击,就业形势严峻,失业增多,市政府积极采取措施,如设立工人失业登记处,取缔荐人馆,增设公立职业介绍所,提供小贩贷款,提倡家庭手工业等。这些措施的实施只能算是杯水车薪,但对于缓解社会压力,推动劳工福利事业的发展具有重要的意义。
