我国长期实行的城市、农村两套不同行政管理体制是造成城乡区域不平衡发展的重要原因。必须通过转变政府职能、调整优化行政结构、完善城乡一体的市场管理体制、实现公共服务均衡化等方式构建适应城乡统筹发展的行政管理体制。
The two sets of different administrative systems in cities and rural areas that have been implemented for a long time in our country are the important reasons for the unbalanced development between urban and rural areas. We must establish an administrative management system that suits the overall development of urban and rural areas by changing the functions of the government, adjusting and optimizing the administrative structure, improving the integrated urban and rural market management system, and achieving the equalization of public services.
