进入八十年代以来,第三世界的经济日趋恶化。据美国统计,1982年第三世界的贸易额比1980年下降了约15%,外债总额高达约6,000多亿美元,国民经济总产值的增长率更是降到历史最低点。导致发展中国家经济恶化的原因是多方面的,错综复杂的,除了发展中国家本身的经济结构比例失调,对外依赖程度过深等一些政治、经济和社会因素外,发达国家转嫁危机、采取贸易保护措施是阻碍发展中国家经济发展的一个重要因素。本文拟就如何借鉴发展中国家的贸易反保护措施的经验,扩大我外贸出口,谈谈我们的看法。
