1998年,针对长期以来我国天然林资源过度消耗而导致水土流失、洪患频发的现实,党中央、国务院立足于中华民族长远发展的高度,果断做出了实施天然林资源保护工程(天保工程)的战略决策。到2008年,历经十载,今日的天保工程区处处草木夭夭,郁郁葱葱,水土固持,工程在生态效益、经济效益和社会效益等方面取得了显著成效,基本实现了各项预期目标。本期专题从不同角度介绍了财政部门在天保工程实施中的经验做法及取得的初步成效,以期为工程的进一步实施提供有益借鉴。
In 1998, aiming at the reality that soil erosion and frequent flooding caused by excessive consumption of natural forest resources in our country for a long time, the CPC Central Committee and the State Council, based on the long-term development of the Chinese nation, have decisively made the implementation of natural forest resources protection project ) Strategic decision. By 2008, after ten years of operation, the natural forest protection project area today has witnessed complete success in terms of ecological, economic and social benefits. The project has basically achieved its desired goals. This issue introduces the experience of the financial department in the implementation of natural forest protection project from different perspectives and the preliminary results achieved so as to provide useful reference for the further implementation of the project.
