当前,经济和社会发展中暴露出的问题和不和谐现象,引起了社会的广泛关注,其中有一些人对“市场化”改革取向产生了动摇和怀疑。产生“市场惹祸论”是对反思现实问题和现象的一种误解,由此牵涉到对是非曲直和后续政策走向的基本判断,事关重大,必须予以澄清。出路是:深化改革,走出悖论,从制度建设的战略高度加快政府机构改革,加快市场培育,剔除市场变异的环境土壤,构筑和谐社会的可靠“底盘”。
At present, the problems and discordants exposed in the economic and social development have aroused widespread public concern. Some of them have shaken and cast doubt on the “market-oriented” reform orientation. Producing “market disturbs theory ” is a kind of misunderstanding of the realistic problems and phenomena of reflection, which involves the basic judgments on the right and wrong and the follow-up policy. It is of great importance and must be clarified. The way out is to deepen the reform and get rid of the paradox. From the perspective of institution building, we should speed up the reform of government agencies, speed up market cultivation, eliminate the environmental soil of market variation and build a reliable “chassis” for a harmonious society.
