当前,专业科研机构的改革进展迟缓。原因固然是多方面的。笔者认为,就研究所自身分析也存在着某些影响深入改革的因素,其关键在于某些处于科研所中心地位的所长,缺乏创新意识和开拓精神。归纳起来大体有以下五种表现: (一)短期行为。改革是一种探索,有成功的可能,也有失败的风险。由于改革关系着每个人的切身利益,当一项改革还没有真正被人们普遍理解时,往往会遇到旧意识、旧观念的强烈抗衡而难以进行下去,尤其是那些原来工作基础较脆弱的科研所,生怕实行改革会乱了阵脚,造成难以收拾的局面。有的人认为现在大环境的改革政策不配套,全方位的改革不同步,要想改革旧的运行机制,从方
