惠水位于贵州中南部,东靠龙里县和贵定县,南接平塘县和罗甸县,西达长顺县和安顺市,北邻省会贵阳市。全县总面积2470平方公里,7万亩涟江大坝素称“贵州第一大坝”,平均海拔1100米,日均气温16度,年降雨量1218 毫米,属典型的亚热带温暖湿润季风气候。全县辖8个镇和17个乡,居住着汉、布依、苗等23个民族,总人口45 万,其中,少数民族占总人口的58%。县城距贵阳市中心48公里.距龙滩电站出海港口110 公里,是西南地区南下出海第二条黄金大通道的必经之地。省道101线和309线在县城交汇。1999年创建省级文明卫生县城通过验收。2002年被省委、省政府、省军区命名为省级双拥模范县;被省政府列为2010年首批撤县建市县之一。
