受全国杂交水稻专家顾问组的委托，由北京、上海，江苏，浙江、辽宁等省（市）有关科研、推广部门及全国种子总站、中国水稻研究所等单位代表１６人组成的考察组，于１９９１年９月６日至８日，对辽宁省发展杂交粳稻生产进行了为期８天的技术考察。考察期间，特邀沈阳农业大学杨守仁教授指导，先后考察了辽宁省农科院稻作所和沈阳农业大学稻作室的新组合试验田、沈阳市苏家屯区大淑乡、沙河多和海城市东四、两四两镇的杂交粳稻新组合高产示范田和繁殖、制种基地，听取了各级领导的介绍，并进行了座谈讨沦，认真总结了经验和教训，提出了进一步发展北方杂交粳稻的措施。
Entrusted by the Expert Advisory Group of National Hybrid Rice Consultants, a delegation consisting of 16 representatives from scientific research and extension departments and the National Seed Terminals in Beijing, Shanghai, Jiangsu, Zhejiang and Liaoning provinces and cities such as China Rice Research Institute, September 6, 1991 to 8, Liaoning Province, the development of hybrid japonica rice production for a period of 8 days of technical investigation. During the inspection, invited Professor Yang Shouren Shenyang Agricultural University, has inspected the Liaoning Provincial Academy of Agricultural Sciences Institute of rice and Shenyang Agricultural University, a new combination of experimental rice fields, Shenyang Sujiatun Dushu Township, Shaheduohai City East Fourth, the two four four town new hybrid rice japonica hybrid high yield demonstration fields and breeding and seed production base, listened to the introduction of leaders at all levels, and a discussion to discuss, conscientiously sum up experiences and lessons learned, proposed further development of hybrids in the north Japonica rice measures.
