In modern society, some people refer to think tanks as the fourth largest institution that stands in line with the legislature, administration and judiciary, showing its tremendous utility in making social decisions. More and more Chinese research institutes are labeled as think tanks, and today the “think tank” has become a popular term among Chinese intellectuals and elites. In academia, the study of think tanks has gradually evolved into an important interdisciplinary study center which has never been valued by people. In the industry, both the official think tank and the university research institutes have been seeking new models for the development of think tanks. A number of research institutes have set themselves the goal of building a modern think tank and serving the national development strategy.
