各自治州、市人民政府,各地区行署,省政府各部门、各直属机构: 近年来,经过各方努力,我省打击非法证券、期货交易活动取得了一定的成效。但近来一些地方非法证券、期货交易活动有所抬头,严重扰乱了我省证券、期货行业的正常秩序。为加大查处力度,有效打击非法证券、期货交易活动,确保我省证券、期货市场的稳定和社会安定,经省人民政府同意,现将有关事项通知如下: 一、非法证券、期货交易活动风险隐患很大,是社会不安定因素,如不采取有效措施坚决予以打击,将会引发严重的社会问题。因此,各地、州、市人民政府(行署)和各有关单位要高度重视,统一思想,把打击非法证券、期货交易活动作为常抓不懈的工作,并实行辖区负责制。
All autonomous prefectures and municipal people’s governments, administrative offices of all regions, departments of provincial governments, and their subordinate agencies: In recent years, with the efforts of all parties, the province has made some achievements in cracking down illegal securities and futures trading activities. However, in recent days some illegal securities and futures trading activities have risen in some places, seriously disrupting the normal order of the securities and futures industries in our province. In order to step up investigation and deal with illegal securities and futures transactions effectively and ensure the stability and social stability of the securities and futures markets in our province, the relevant matters are notified as follows: I. Risk of illegal securities and futures trading activities The hidden dangers are large and are social unsettling factors. If we do not take effective measures and resolutely crack down on them, we will cause serious social problems. Therefore, people’s governments at all levels, cities and municipalities (administrative offices) and all relevant departments should attach great importance to and unify their thinking and regard cracking down illegal securities and futures trading activities as a constant effort and implement a system of accountability in their respective jurisdictions.
