各市、州人民政府,省政府有关单位:实施债转股是党中央、国务院为盘活商业银行不良资产,防范和化解金融风险,加快国有大中型企业脱困和建立现代企业制度所作出的重大决策。为了确保债转股工作顺利实施,根据国家有关文件精神,结合我省实际情况,经省人民政府同意,作如下通知:一、规范操作,确保债转股工作质量1、债转股签约各方要严格执行国家债转股有关政策和国务院国阅[2000]16号文件的规定,不得在债转股协议和债转股方案中列入以下内容:
Relevant units of cities, state people’s governments and provincial governments: The implementation of debt-for-equity swap is a major decision made by the Party Central Committee and the State Council in order to activate the non-performing assets of commercial banks, prevent and resolve financial risks, speed up the state-owned large and medium-sized enterprises and establish a modern enterprise system. In order to ensure the successful implementation of the debt-for-equity swap, according to the spirit of relevant state documents and the actual conditions in our province, the provincial people’s government shall make the following notice: I. Regulate the operation and ensure the quality of the debts-equity swap 1. The parties to the debt- To strictly implement the national debt-for-equity policy and the State Department State Council [2000] Document No. 16 shall not include debt-equity swap agreement and debt-for-equity program include the following:
