党的十七大全面部署了以改革创新精神全面推进党的建设新的伟大工程的战略任务。胡总书记在十七大报告中强调,要“全面巩固和发展先进性教育活动成果,着力加强基层党的建设”。党支部是党在军队中的基层组织,是党在军队全部工作和战斗力的重要基础,是实现党对军队绝对领导、团结巩固部队和完成各项任务的战斗堡垒。大力加强基层党组织建设,对新形势下推进军队建设又好又快发展、全面履行党和人民赋予的新世纪新阶段军队历史使命具有非常重要的意义。
The 17th National Congress of the CPC has comprehensively deployed the strategic task of promoting the great new project of party building in an all-round way with the spirit of reform and innovation. In his report to the 17th National Congress, General Secretary Hu stressed that it is necessary to “comprehensively consolidate and develop the achievements of the advanced education campaign and strive to strengthen the building of grassroots parties.” The party branch is the grass-roots party organization in the army, an important foundation for all the party’s work and combat effectiveness in the army, and a stronghold for fighting the party’s absolute leadership over the army and uniting and consolidating its troops and accomplishing various tasks. Vigorously strengthening the building of grass-roots party organizations is of great significance to advancing the sound and rapid development of army building under the new situation and fully fulfilling the historic mission of the army given by the party and the people in the new phase of the new century and at a new stage.
