近年来,一个规律性的现象引起了我们的警觉:随着我国国民经济的高速发展,在全国范围内各种灾害事故也同步上升,重大恶性事故层出不穷而且有增无减。1992年与1991年相比,国民生产总值增长了12.8％, 同期全国企业职工因工死亡也上升了3.13 ％,达到15146人,1993年全国企业职工因 工死亡19798人,比1992年上升18.5％。严 峻的安全形势不但给国民经济造成了沉重 损失,而且日愈成为制约我国经济发展的因 素之一。 一、“安全科学技术”作为一个独立学科 而且是国家一级学科,已经列入《学科分类 与代码》国际标准。遗憾的是,相当一部分职 工特别是负有领导责任的同志对此重视不 够甚至知之不多。
