China started its implementation of the “Thousand-Year Plan” in 2008. The progress and achievements made in this citation program have drawn great attention from all walks of life both at home and abroad. Some U.S. media said that China is ambitious in attracting a talent return and that 55% of the Chinese now subsidized by the government are from the United States.
