湖南省人民政府印发《湖南省洞庭湖区非常洪水渡汛方案》和《湖南省洞庭湖区堤垸抗洪保证水位》的通知1991年8月12日湘政发29号《湖南省洞庭湖区非常洪水渡汛方案》和《湖南省洞庭湖区堤垸抗洪保证水位》已经省人民政府审定,现印发给你们,请按照执行。防御可能发生的特大洪水,是一件关系到社会主义经济建设和广大人民生命财产安全的大事,必须予以高度重视,绝不可掉以轻心。建国以来,洞庭湖区人民进行了大规模的堤防加高加固和河道整治工作,湖区堤垸的抗洪能力有了一定的提高。但由于江湖水情不断变化,对于特大洪水,现在还不能完全控制。为了在特大洪水袭击的情况下,保全大局,减少损失,适时地采取分洪蓄洪措施是必要的。对此,各有关地市要事先做好准备,认真研究并落实蓄洪区内的安全设施、转移设施和通讯报警设施建设,在目前安全转移设施不足的情况下,一旦分蓄洪水要采取一切办法保证蓄洪区内群众的生命安全。防汛工作要坚决落实并严格执行岗位责任制和行政首长负责制,要求在保证水位以下确保堤垸不溃;当地水位超过保证水位时,仍要大力加强防守,做好抢险工作,在中央和省防汛指挥部未下达扒口分蓄洪命令以前力争不溃垸。各地要做好宣传教育工作,向蓄洪区广大干部和群众说明小局服从大局的道理,在遇到特大洪水袭击时,坚决服从各级防汛指挥部的调度。各级干部必须以身作则,加强组织纪律性。对于不服从调度命令、阻碍行洪的,要严加惩处。
