当前,三角债是困扰经济发展和效益提高的最大问题之一。究其根源,主要是固定资产投资的资金来源有严重缺口;企业自有流动资金严重不足;市场疲软产品积压;银行监督不力;以及企业缺乏自我约束机制等。针对以上情况,笔者认为可以采取如下的十项措施加以防治。 一、加强固定资产投资管理,防止新的投资缺口。首先,应设立一个权威性机构,负债项目的审批监督和考核,以保证技术改造的正常运行。这一机构可以相应的职能部门为主,银行、财政为辅。这样既可以起到政府对技改项目的直接干预作用,又可减少环节,严格审批程序。其次,建立事后监
