He Jingsheng was an influential historical figure in Hunan in the early 1900s. During the year of 1901, he took the opportunity to review the situation in relief and raised funds for all sources. He took disaster relief as its mission and stabilized the overall situation as the foundation, which won the support of the public and achieved some success
