随着电力改革步伐不断深入,电网企业经营管理已从“核算型”到“管控型”发展,初步实现经营目标“集团化、一体化”经营运作。在电网企业经营转型大潮中,全面预算管理已经作为县区级电网提升企业核心价值竞争力的一项经营管理工作。届时如何引导县区级电网企业开展全面预算管理工作,已经成为现阶段电网企业密切关注的焦点问题。
With the continuous deepening of the pace of power reform, the operation and management of power grid enterprises have started their business operation from “accounting type” to “management type”, and have initially realized their business objectives of “grouping and integration”. In the power grid business restructuring tide, the overall budget management has been as a county-level power grid to enhance the competitiveness of enterprises core value of an operation and management. How to guide the county-level power grid enterprises to conduct a comprehensive budget management at the appointed time has become the focus issue that the power grid enterprises pay close attention at this stage.
