就业是民生之本,安国之策。近几年,中共中央、国务院更是把就业问题放在经济和社会发展的优先位置加以考虑,及时提出就业再就业的政策和举措,探索并初步建立起市场经济条件下促进就业的长效机制,下大力气重点解决了由于体制转轨遗留的下岗失业人员再就业问题,成效显著。最近,在党的第十六届六中全会上提出构建社会主义和谐社会的目标和任务之一是:社会就业比较充分,覆盖城乡居民的社会保障体系基本建立。这充分体现了中共中央、国务院对就业工作的高度重视,同时也对我们做好工作提出了一个新的更高的要求。实现社会就业比较充分,不仅需要广开就业门路,扩大就业数量,更重要的是努力提高就业质量,切实做到做好市场就业、素质就业、稳定就业,促进和谐就业,才能实现扩大就业与经济社会发展的良性互动。本文从当前就业质量不高的表现及成因入手,分析如何提高就业质量。

To achieve full employment in the society, we not only need to widen employment channels and expand the number of jobs, but more importantly, efforts should be made to improve the quality of employment so as to achieve market employment, quality employment, stable employment and harmonious employment, so as to expand employment and economy Positive interaction of social development. This article starts with the current performance and causes of low employment quality and analyzes how to improve the quality of employment.
