改革开放以来的20年,是中科院向国外派遣留学生最多、规模最大、效益最显著的20年。20年来,中科院以开放的胸怀,不断探索、不断创新的精神,实践着邓小平同志关于向西方国家扩大派遣留学生的讲话精神。到目前为止,中科院拨出大笔外汇(6千万美元),向美、英、法、德、日等40多个国家和地区派出留学人员1.5万余人,其中已有近万人学成回国,他们在国家的建设事业和科技发展中正发挥着中坚作用。纵观中科院20年的留学工作的特点是:“领导重视、政策开放、管理规范、环境宽松、勇于创新、效益显著”。特别是中科院90年代以来的留学工作有以下几个特点。
In the 20 years since the reform and opening up, it has been 20 years since the Chinese Academy of Sciences dispatched foreign students to the largest number, the largest scale and the most obvious benefit.
