为了鼓励台商回大陆投资办厂,国务院最近批准福建省的厦门经济特区及厦门市辖的杏林、海地区和福州马尾经济技术开发区内未开发部分(1.8平方公里)为福建省台商投资区,规定在台商投资区内举办的台资企业,在马尾经济技术开发区的,按现行经济技术开发区的政策办理,在厦门新辟地区的,按现行特区政策办理,这一规定无疑对鼓励台商回大陆投资设厂,增进海峡两岸的经贸关系,促进祖国和平统一起积极作用。据统计,至1989年底,仅杏林、海就有二十多家台商来投资,总投资额约5000万美元,还有一大批台商纷纷慕名而来,洽谈商贸。因此,制定和完善台商投资优惠政策,已成了台商投资区亟待解决的问题。
In order to encourage Taiwan businessmen to invest and set up factories in mainland China, the State Council recently approved the undeveloped parts (1.8 square kilometers) of the Xiamen Special Economic Zone of Fujian Province and Xinglin of Xiamen, the Hai Autonomous Region and the Mawei Economic and Technological Development Zone of Fuzhou for Fujian Province’s investment in Taiwanese It is stipulated that Taiwanese-funded enterprises held in the investment zone of Taiwanese businessmen in the Mawei Economic and Technological Development Zone shall be governed by the current economic and technological development zone policies and in the newly established areas of Xiamen in accordance with the current SAR policies. It plays a positive role in encouraging Taiwanese businessmen to invest in factories and factories in Mainland China, enhance economic and trade relations across the Taiwan Strait and promote peaceful reunification of the motherland. According to statistics, by the end of 1989, there were more than 20 Taiwanese businessmen in Xinglin and Haihai alone, with a total investment of about 50 million U.S. dollars. A large number of Taiwan businessmen also came here to negotiate commerce and trade. Therefore, the formulation and improvement of preferential policies for investment by Taiwanese businessmen has become a pressing issue to be solved in the investment zone of Taiwan businessmen.
