China Agricultural Development Bank is a policy-oriented financial institution directly under the State Council. It mainly undertakes agricultural policy-based financial services stipulated by the state. Its nature and function, business model, scope of business determines the dual attributes of its credit assets: First, credit policy-oriented; second is the commercialization of asset carriers. Services in the policy investment or attached to the carrier of goods on credit assets, subject to national policies, market rules,
