At the beginning of Qing dynasty, faced with ethnic conflicts between Manchu and Han, the Qing dynasty established the cultural policy of “regulating the right and the right”, attaching importance to official publishing activities and attempting to realize the concept of unification of politics by establishing a cultural community.
