以党的十七大精神和科学发展观为指导,构建以中心警务室为核心的“星座”型农村警务模式,即在一个警务区、两类警务室(重点警务室、一般警务室)的格局下,围绕四方面内涵(组织结构、人员配置、日常运作、功能定位)、三共六联机制(资源共享、责任共担、平安共建,巡逻防范联网、矛盾纠纷联调、便民服务联手、警务区间联勤、警民密切联系、警务村务联动),打造具有主动警务、协作警务、综合警务、实战警务、惠民警务五个典型特征的工作模式,有利于进一步整合农村警务资源,深入实施农村警务战略,增强维护农村社会和谐稳定的整体合力。
