第一章总则第一条为了规范国家公务员录用工作,保障新录用的国家公务员的基本素质,根据《国家公务员暂行条例》,制定本规定。第二条录用国家公务员,贯彻公开、平等、竞争、择优的原则,按照德才兼备的标准,采取考试与考核相结合的方法进行。第三条本规定适用于国家行政机关录用担任主任科员以下非领导职务的国家公务员。第四条民族自治地方政府和各级政府民族事务部门录用国家公务员时,对少数民族报考者应予照顾。各级国家行政机关录用国家公务员时,对退役军人
Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Provisional Regulations for State Civil Servants in order to regulate the employment of state civil servants and guarantee the basic qualifications of newly recruited state civil servants.
