第一条为贯彻艰苦奋斗,勤俭建国的方针,加强对社会集团购买力的管理,严肃控购纪律,根据国务院关于严格控制社会集团购买力规定的要求,特制订本办法。第二条党政机关、人民团体、部队、全民和集体企事业单位,都必须严格遵守国家控制社会集团购买力的规定。违反规定的,均按本办法处理。第三条违反国家控制社会集团购买力规定的,由各级社会集团购买力管理机关作出处理;对重大问题的处理报同级人民政府决定。第四条国家每年批准的社会集团购买力控制指标,各地区、各部门必须层层下达到基层单位。各单位购买非生产用商品,应在国家下达的控制指标内执行,不得超过。
Article 1 In order to carry out the guideline of working hard, thrifty building the nation, strengthen the management of the purchasing power of social groups, and strictly control the purchase of disciplines, the Measures are specially formulated in accordance with the requirements of the State Council on strictly controlling the purchasing power of social groups. Article 2 Party and government organs, people’s organizations, military units, the general public, and collective enterprises and public institutions must strictly abide by the state’s control over the purchasing power of social groups. Violation of the provisions of these measures are handled. Article 3 Anyone who violates the provisions of the state control over the purchasing power of a social group shall be dealt with by purchasing power management organs of social groups at all levels; and the handling of major issues shall be submitted to the people’s government at the same level for decision. Article 4 Every year, the control index of the purchasing power of social groups approved by the state shall be given to grass-roots units at various levels and by all levels. The purchase of non-production commodities by all units shall be implemented within the control targets issued by the state and shall not be exceeded.
