国务院总理朱镕基9月20日主持召开国务院第31次常务会议,会议审议并通过了《中华人民共和国电信条例(草案)》。 会议认为,改革开放以来,作为信息传输重要手段的我国电信事业发展迅速,为国民经济和社会发展作出了积极贡献,但是也还存在着一些问题。为了规范电信市场秩序,维护电信用户和电信业务经营者的合法权益,保障电信网络和信息的安全,促进电信事业的健康发展,迫切需要制定电信条例。
On September 20, Premier Zhu Rongji presided over the 31 st executive meeting of the State Council. The meeting reviewed and approved the “Telecommunication Regulations of the People’s Republic of China (Draft)”. The meeting held: Since the reform and opening up, the telecommunications industry in our country, as an important means of information transmission, has made rapid progress and made positive contributions to the national economy and social development. However, there are still some problems. In order to regulate the order in the telecommunications market, safeguard the legitimate rights and interests of telecom users and telecom operators, ensure the security of telecommunications networks and information, and promote the healthy development of telecommunications, it is imperative to formulate telecommunications regulations.
