介绍了辽宁省集体林权制度改革的总体进展、成效及下一步工作重点。通过改革,2009年全省林业产值达到698亿元,在2008年高位增长基础上又增长28%,增幅排在全国前列。林改后全省从事林业产业的人数已达1200多万人,是林改前的2.3倍。辽宁林改显示了其在加快生态建设、增加林业投入、促进农民增收致富、扩大林业贡献份额、创造就业机会等方面的显著作用。
This paper introduces the overall progress, achievements and priorities of collective forest tenure reform in Liaoning Province. Through the reform, in 2009 the province’s forestry output value reached 69.8 billion yuan, an increase of 28% in 2008 on the basis of high growth, the increase came in the forefront. After the reform, the number of people engaged in forestry in the province has reached more than 12 million, 2.3 times that before the forest reform. Liaoning’s forest reform shows its significant role in accelerating ecological construction, increasing investment in forestry, boosting farmers’ income and wealth, expanding the share of contribution to forestry, and creating employment opportunities.
