在去年末召开的中央经济工作会议上,将抓好农业和农村工作放在了今年工作的第一位,在今年元月6日闭幕的中央农村工作会议上,江泽民总书记又就做好农业和农村工作作了重要指示,提出“农业、农村、农民工作事关党和国家工作的全局,大家一定要发扬兢兢业业、扎扎实实的精神,切实把工作做好。” 中央农村工作会议指出:“当前农业和农村工作中突出的问题是农民增收困难”。“农民收入增长既是新阶段面临的突出矛盾,又是事关全局的重大问题”。《人民日报》为此发表社论《新世纪更需加强农业基础》,社论指出:“增加农民收入要加法减法一起做,积极推进农村税费制度改革,切实减轻农民负担。” 本期为此组织两篇专题文章,以“增加农民收入”和“减轻农民负担”为主题请有关专家学者发表看法,以期共同探讨农民增收与减负的问题。
